Allotment Procedure |

In case the number of Applicants exceeds the number of Dwelling Units planned, the allocation will be done by a draw of lots. Late entrants will be charged equalisation charges from the initial closing date, to bring them at par with original Registrant or Allottee. In all Schemes for each type of DU, a waiting list as per draw will be maintained unless Registrant of waiting list wishes to withdraw. Waitlisted Registrants, if they keep paying installments of the Scheme on due date, will earn saving bank rate interest if they are not allotted Dwelling Unit at the end of the scheme and if Dwelling Unit is allotted to such a waitlisted applicant, he will be treated at par with original Allottee and hence not charged equalisation charges or paid any interest. The entire roster will keep moving up as the vacancies get filled up. If any late entry applicant desires to withdraw from the Scheme, withdrawal will be governed by as per sub rules. |

Nomination :: |
The Registrant / Allottee is to notify his nominee in Para 10 of Appendix A (Application Form). |

Allotment Letter :: |
After allocation of a Scheme is finalised, the Board will issue an Allotment Letter and despatch it to the last recorded address of the Allottee. The Allotment Letter will not indicate details like block number, floor and number of Dwelling Unit. These will be decided subsequently by draw of lots. Allotment Letters will indicate tentative basic cost of the Dwelling Unit as at that time, dates of payment of installment and important Terms & Conditions. The Registrants are required to acknowledge this letter at the earliest but not later than 45 days from the date of issue of this letter, after which it will be deemed to have been received and accepted by the Allottee. The Board on the subject will entertain no further communication thereafter.

Joint Registration :: |
Registrant of a scheme is to include the name of spouse and, if desired, son or daughter or any one of the dependent parent as joint Registrants in addition. The provision has been made to widen the scope of housing loan but Board will interact only with the original Allottee.

Allotment of Specific Dwelling Units :: |
Dwelling Units will be allotted by Number or Floors or Blocks to those who have paid all the required installments. Allotment will be made by draw of lots by an Allotment Committee comprising Naval and Air Headquarters representatives who are not Registrants and Allottees of the concerned Schemes, in the presence of allottees of the respective scheme. The date of draw of Dwelling Units will be announced at least a month in advance. No request for a change of Dwelling Unit allotted in the draw of lots will be entertained by the Board. Request for preferential allotment of a specific Dwelling Unit in a particular phase, or a location or a floor will not be entertained on any grounds whatsoever. The Allottees will have to adjust by their luck. In case of controversy, decision of the DG-AFNHB will be final. |

Mutual Exchange of Units :: |
Mutual exchange of Us or parking spaces may be permitted within the Scheme, on application from the affected Allottees (Annexure M). It may be noted that mutual exchange would only be possible any time subsequent to the issue of Allotment Letter but prior to taking over the physical possession of ones Dwelling Unit or parking space. Mutual exchange after possession may be permitted on merit. Such transfer will, however, be subject to Transfer of Property Act and State Laws, Board's Transfer Fee as per Rule 35 and any other payment of dues or overhead charges as accruable.
Note:- At the time of applying for mutual exchange, both Allottees will have to pay their full dues for original allotted Dwelling Units with interest on delayed payment, if any. Any Allottee desiring change to a higher category will not be charged interest on differential amount nor the Board will pay any interest to the one opting for a lower category. The event will entirely be an arrangement between the two consenting parties. |

Change Over from One Scheme to Another |
Allottee may be permitted to change over from one AFNHB Scheme to another, only once that too before collection of possession letter. However, cancellation charges will be deducted as per policy invogue. In case, there is a waiting list in the Scheme, the transferee will take his or her turn at the bottom of the waiting list. Registrants seeking transfer from the waiting list of any Scheme will not be levied cancellation charges. It is to be noted that it is not the right of the Registrant to demand a changeover. Changeover from an under subscribed scheme to fully subscribed scheme is not permitted. However, change from an under-subscribed scheme to another undersubscribed scheme will be permitted at the discretion of the Board. The changeover charges will be as per rule.

Transfer from One Category of Dwelling Unit to Another:: |
In normal circumstances, a registrant will not be permitted to seek change over from Category A to Category B or vice versa. However, this will be permitted after dilution upto Stage II (iv) subject to availability of vacancy. No Registrant will be allowed to continue as confirmed Allottee in one type and simultaneously remain on the waiting list of other type. Registrants seeking change to higher category of Dwelling Unit will have to pay Equalisation Charges as per policy invogue on the differential amounts from the date (s) the installment(s) had become due to be paid by the original Registrants. Only differential cost will be adjusted for those Allottees who seek transfer to a lower category. The allottee will not be given benefit of any equalisation charges / delayed payment charges paid till that time. |
